New Delhi: A British member of parliament called for Britain to apologize to India for colonial atrocities such as massacre at Amritsar in 1919.

Scottish National Party (SNP) MP Steven Bonnar said, during a Commonwealth Day debate in the House of Commons, said that the Commonwealth countries were still waiting for an official apology, he added while quoting an example of the 1919 Amritsar incident when the Britishtroops had fired upon thousands of innocent, unarmed men, women and children during a peaceful protest.

He called out Britain for failing to apologise for the Jallianwala Bagh massacre even though the focus of the commonwealth debate was mainly on how the Commonwealth is a family that promotes democracy, human rights and women’s rights etc.

London: Foreign Secretary Liz Truss begins an intensive round of diplomatic talks in the US on Wednesday as countries around the world continue to hold the Putin regime to account for its invasion of Ukraine.

In Washington DC, she will meet Secretary of State Antony Blinken and National Security Advisor Jake Sullivan to discuss what more the UK and US can do to support Ukraine on security, intelligence, and humanitarian issues.

Liz Truss will raise the importance of a stronger deterrence against hostile states, and the need to reduce strategic economic reliance on authoritarian regimes, including energy dependency on Russia.

She will also emphasise the need for both the US and UK to build closer economic and security ties with like-minded countries who believe in democracy and the sovereignty of nations.

Foreign Secretary, Liz Truss said, “The UK, US and our allies have shown remarkable strength and unity in supporting Ukraine and imposing severe sanctions on Russia. We need to maintain that unity and do more to ensure Putin fails in Ukraine.”

London: United Kingdom (UK) government has announced that a full asset freeze and travel ban has been imposed against Alisher Usmanov and Igor Shuvalov, 2 of Russia’s leading oligarchs with significant interests in the UK and close links to the Kremlin.

Alisher Usmanov has had significant interests in English football clubs Arsenal and Everton. He owns Beechwood House in Highgate, worth an estimated £48 million, and the 16th century Sutton Place estate in Surrey.

Igor Shuvalov’s assets in the UK include 2 luxury apartments in central London worth an estimated £11 million. He is a core part of Putin’s inner circle, and headed up Russia’s bid for the 2018 Football World Cup.

The Foreign Secretary will also establish an Oligarch Taskforce of ministers and officials from departments including the Home Office, Treasury, Department for Business Energy and Industrial Strategy, Department for Levelling Up, Housing and Communities, and the National Crime Agency. This expert group will coordinate cross-government work to sanction oligarchs, helping build cases against the list of oligarchs it has identified as targets.

Foreign Secretary Liz Truss said, “Our message to Putin and his allies has been clear from day one – invading Ukraine would have serious and crippling economic consequences. Sanctioning Usmanov and Shuvalov sends a clear message that we will hit oligarchs and individuals closely associated with the Putin regime and his barbarous war. We won’t stop here. Our aim is to cripple the Russian economy and starve Putin’s war machine.The government will also asset freeze every Russian bank. In coordination with the US and other allies, these measures amount to the largest set of financial sanctions in history.”

London: From Wednesday, there will be changes to the way the Trade Remedies Authority assesses existing trade remedy measures that the UK transitioned from the European Union (EU) when it left the EU.

The Government has introduced new ‘call-in’ powers to allow the Secretary of State for International Trade to ‘call in’ transition reviews which the TRA is carrying out into transitioned measures. This gives the Secretary of State increased powers to decide how the review should be carried out. This power only applies to reviews which are in the process of being carried out by the TRA and also covers any reconsiderations that the TRA may be undertaking following its reviews of the transitioned measures. Not all transition reviews will be called in and we anticipate that the powers will in practice be used rarely.

What will change and when

The changes will come into force on Wednesday 2 March 2022. This will mean that transition reviews which the TRA is carrying out can be ‘called in’ by the Secretary of State for International Trade. After calling a case in, the Secretary of State is responsible for all decisions relating to that review or reconsideration. This ensures the Secretary of State can have greater oversight of and involvement and the ability to decide on appropriate measures that may be deemed to be in the public interest.

When a review or reconsideration is called in, the Secretary of State will publish a notice to announce this. The TRA will also publish a notice on its public file to inform participants.

ਲਾਕਡਾਊਨ ਕਾਰਨ ਪਹਿਲਾਂ ਇਸ ਦੀ ਸੀਮਾ 21 ਜੂਨ ਤੱਕ ਸੀ। ਪਿਛਲੇ ਹਫ਼ਤੇ ਹੀ ਗ੍ਰਹਿ ਮੰਤਰਾਲਾ ਨੇ ਇਹ ਸੀਮਾ 27 ਸਤੰਬਰ ਤੱਕ ਵਧਾ ਦਿੱਤੀ ਹੈ। ਬ੍ਰਿਟੇਨ ਨੇ ਕੋਰੋਨਾ ਕਾਰਨ 23 ਅਪ੍ਰੈਲ ਤੋਂ ਭਾਰਤੀ ਯਾਤਰੀਆਂ ‘ਤੇ ਪਾਬੰਦੀ ਲਾਈ ਹੋਈ ਸੀ।

‘ਪੋਸਟ ਸਟੱਡੀ ਵਰਕ ਵੀਜ਼ਾ’ ਵਿਚ ਰਾਹਤ ਲਈ ਸੰਘਰਸ਼ ਕਰਨ ਵਾਲੇ ‘ਦਿ ਨੈਸ਼ਨਲ ਇੰਡੀਅਨ ਸਟੂਡੈਂਟਸ ਐਂਡ ਐਲੂਮਨੀ ਯੂਨੀਅਨ ਯੂ. ਕੇ. ਦੀ ਪ੍ਰਧਾਨ ਸਨਮ ਅਰੋੜਾ ਨੇ ਕਿਹਾ, ”ਸਾਨੂੰ ਖ਼ੁਸ਼ੀ ਹੈ ਕਿ ਗ੍ਰਹਿ ਮੰਤਰਾਲਾ ਨੇ ਸਾਡੀ ਬੇਨਤੀ ਨੂੰ ਸਵੀਕਾਰ ਕੀਤਾ ਹੈ ਅਤੇ ਇਸ ਨਾਲ ਕਈ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਬਹੁਤ ਮਦਦ ਮਿਲੇਗੀ, ਜੋ ਅਜੇ ਭਾਰਤ ਵਿਚ ਕੋਵਿਡ ਦੀ ਸਥਿਤੀ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਯਾਤਰਾ ਕਰਨ ਵਿਚ ਅਸਮਰਥ ਹਨ।” 

ਗੌਰਤਲਬ ਹੈ ਕਿ ਬ੍ਰਿਟੇਨ ਦੀ ਤਤਕਾਲ ਗ੍ਰਹਿ ਮੰਤਰੀ ਟੈਰੀਜ਼ਾ ਦੇ ਕਾਰਜਕਾਲ ਵਿਚ ਦੋ ਸਾਲ ਪੋਸਟ ਸਟੱਡੀ ਵੀਜ਼ਾ ਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਸ ਕਦਮ ਨਾਲ ਬ੍ਰਿਟੇਨ ਵਿਚ ਭਾਰਤ ਵਰਗੇ ਦੇਸ਼ਾਂ ਤੋਂ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਗਿਣਤੀ ਵਿਚ ਵੱਡੀ ਗਿਰਾਵਟ ਦੇਖੀ ਗਈ ਸੀ। ਇਕ ਰਿਪੋਰਟ ਮੁਤਾਬਕ, ਪਿਛਲੇ ਸਾਲ ਬ੍ਰਿਟੇਨ ਦੀਆਂ ਯੂਨੀਵਰਸਿਟੀਆਂ ਵਿਚ ਤਕਰੀਬਨ 55,000 ਭਾਰਤੀ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਦਾਖਲੇ ਲਏ ਸਨ।

ਟੀਵੀ ਪੰਜਾਬ ਬਿਊਰੋ-ਭਾਰਤ ਲਈ ਵੱਡੇ ਆਰਥਿਕ ਭਗੌੜਿਆਂ ਅਤੇ ਮਗਰਮੱਛਾਂ ਨੂੰ ਦੂਜੇ ਦੇਸ਼ਾਂ ਤੋਂ ਫੜ੍ਹ ਕੇ ਲਿਆਉਣਾ ਹਮੇਸ਼ਾ ਮੁਸ਼ਕਿਲ ਮਾਮਲਾ ਰਿਹਾ ਹੈ। ਇਸ ਬਾਵਜੂਦ ਜਨਵਰੀ 2018 ਅਤੇ ਜੁਲਾਈ 2019 ਦੇ ਵਿਚਕਾਰ, 148 ਭਾਰਤੀ ਨਾਗਰਿਕਾਂ ਅਤੇ ਛੋਟੇ ਮੋਟੇ ਅਪਰਾਧੀਆਂ ਨੂੰ ਯੂਕੇ ਤੋਂ ਹਵਾਲਗੀ ਦੇ ਦਿੱਤੀ ਗਈ ਹੈ। ਇਨ੍ਹਾਂ ਸਾਰਿਆਂ ਨੂੰ ਗੈਰਕਾਨੂੰਨੀ ਤੌਰ ‘ਤੇ ਬ੍ਰਿਟੇਨ ਵਿਚ ਦਾਖਲ ਹੋਣ ਦੇ ਦੋਸ਼ ‘ਚ ਵਾਪਸ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਯੂਕੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਥਾਰਟੀ / ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਨੇ ਭਾਰਤ ਸਰਕਾਰ ਤੋਂ 1574 ਤੋਂ ਵੱਧ ਭਾਰਤੀ ਨਾਗਰਿਕਾਂ ਲਈ ਐਮਰਜੈਂਸੀ ਯਾਤਰਾ ਦੇ ਦਸਤਾਵੇਜ਼ ਪ੍ਰਾਪਤ ਕੀਤੇ ਹਨ।
ਭਾਰਤ ਕੋਲ ਬ੍ਰਿਟੇਨ ਸਣੇ 47 ਦੇਸ਼ਾਂ ਨਾਲ ਹਵਾਲਗੀ ਦੀਆਂ ਸੰਧੀਆਂ ਹਨ ਅਤੇ 11 ਹੋਰ ਦੇਸ਼ਾਂ ਨਾਲ ਹਵਾਲਗੀ ਦੇ ਪ੍ਰਬੰਧ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਭਾਰਤ ਦੀਆਂ ਵੱਖ ਵੱਖ ਦੇਸ਼ਾਂ ਨਾਲ ਆਪਸੀ ਕਾਨੂੰਨੀ ਸਹਾਇਤਾ ਸੰਧੀਆਂ ਵੀ ਹਨ। ਇਸ ਦੇ ਬਾਵਜੂਦ, ਵੱਡੇ ਮਗਰਮੱਛਾਂ ਦੀ ਹਵਾਲਗੀ ਦੀ ਪ੍ਰਕਿਰਿਆ ਗੁੰਝਲਦਾਰ ਬਣੀ ਹੋਈ ਹੈ ਕਿਉਂਕਿ ਇਸ ਵਿਚ ਕਈ ਕਾਨੂੰਨੀ ਏਜੰਸੀਆਂ, ਕੂਟਨੀਤੀ, ਅੰਤਰਰਾਸ਼ਟਰੀ ਕਾਨੂੰਨ, ਸੰਧੀਆਂ ਸ਼ਾਮਲ।

ਭਾਰਤ ਦੇ ਵੱਡੇ ਭਗੌੜਿਆਂ ਵਿਚੋਂ ਹੀਰਾ ਕਾਰੋਬਾਰੀ ਨੀਰਵ ਮੋਦੀ ਅਤੇ ਵਿਜੇ ਮਾਲਿਆ ਦਾ ਨਾਂ ਪ੍ਰਮੁੱਖ ਹੈ। ਇਹ ਦੋਵੇਂ ਫਿਲਹਾਲ ਬਿ੍ਰਟੇਨ ’ਚ ਹਨ। ਭਾਵੇਂ ਕਿ ਬਿ੍ਰਟੇਨ ਦੇ ਨਾਲ ਵੀ ਭਾਰਤ ਦੀ ਹਵਾਲਗੀ ਸੰਧੀ ਹੈ। ਇਸਦੇ ਬਾਵਜੂਦ ਇਹ ਦੋਵੇਂ ਭਗੌੜੇ ਅਪਰਾਧੀ ਕਾਨੂੰਨ ਦਾ ਹੀ ਸਹਾਰਾ ਲੈ ਕੇ ਭਾਰਤ ਹਵਾਲੇ ਕੀਤੇ ਜਾਣ ਤੋਂ ਖੁਦ ਨੂੰ ਬਚਾ ਰਹੇ ਹਨ।

ਨੀਰਵ ਮੋਦੀ ਪੰਜਾਬ ਨੈਸ਼ਨਲ ਬੈਂਕ ਨੂੰ 13,500 ਕਰੋੜ ਰੁਪਏ ਦਾ ਚੂਨਾ ਲਾ ਕੇ ਫਰਵਰੀ 2018 ’ਚ ਭਾਰਤ ਤੋਂ ਬਿ੍ਰਟੇਨ ਭੱਜ ਗਿਆ ਸੀ। ਲੰਡਨ ਦੀ ਵੈਸਟਮਿੰਸਟਰ ਕੋਰਟ ਨੇ ਨੀਰਵ ਮੋਦੀ ’ਤੇ ਲੱਗੇ ਸਾਰੇ ਦੋਸ਼ਾਂ ਨੂੰ ਸਹੀ ਪਾਇਆ ਸੀ ਅਤੇ ਦੋ ਸਾਲ ਦੀ ਸੁਣਵਾਈ ਤੋਂ ਬਾਅਦ 25 ਫਰਵਰੀ 2021 ਨੂੰ ਹਵਾਲਗੀ ਦਾ ਫ਼ੈਸਲਾ ਦਿੱਤਾ ਸੀ। ਇੰਗਲੈਂਡ ਦੇ ਗ੍ਰਹਿ ਮੰਤਰੀ ਪ੍ਰੀਤੀ ਪਟੇਲ ਨੇ 15 ਅਪ੍ਰੈਲ ਨੂੰ ਹਵਾਲਗੀ ਆਦੇਸ਼ ’ਤੇ ਦਸਤਖ਼ਤ ਵੀ ਕਰ ਦਿੱਤੇ ਸਨ ਪਰ ਇਸਦੇ ਬਾਵਜੂਦ ਉਸਨੂੰ ਭਾਰਤ ਲਿਆਉਣ ’ਚ ਸਮਾਂ ਲੱਗ ਰਿਹਾ ਹੈ। ਨੀਰਵ ਮੋਦੀ ਕੋਲ ਕੋਲ ਅਜੇ ਤੱਕ ਹਾਈਕੋਰਟ ’ਚ ਅਪੀਲ ਦਾ ਵਿਕੱਲਪ ਹੈ। ਉਥੋਂ ਹਵਾਲਗੀ ’ਤੇ ਮੋਹਰ ਲੱਗੀ ਤਾਂ ਯੂਰਪੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕੋਰਟ ਜਾਣ ਅਤੇ ਫਿਰ ਇੰਗਲੈਂਡ ’ਚ ਸ਼ਰਣ ਲੈਣ ਲਈ ਐਪਲੀਕੇਸ਼ਨ ਦੇਣ ਦਾ ਵਿਕੱਲਪ ਹੋਵੇਗਾ। ਨੀਰਵ ਮੋਦੀ ਮਾਰਚ 2019 ਤੋਂ ਲੰਡਨ ਦੀ ਜੇਲ੍ਹ ’ਚ ਹੈ।
ਇਸੇ ਤਰ੍ਹਾਂ ਭਾਰਤ ਦਾ ਇਕ ਹੋਰ ਭਗੌੜਾ ਅਪਰਾਧੀ ਵਿਜੇ ਮਾਲਿਆ ਹੈ। ਵੈਸਟਮਿੰਸਟਰ ਕੋਰਟ ਨੇ 2018 ’ਚ ਮਾਲਿਆ ਦੀ ਹਵਾਲਗੀ ਦੀ ਆਗਿਆ ਦਿੱਤੀ ਸੀ, ਜਿਸਨੂੰ ਹਾਈਕੋਰਟ ਨੇ ਵੀ ਸਹੀ ਠਹਿਰਾਇਆ। ਫਿਰ ਵੀ ਹੁਣ ਤਕ ਉਸਨੂੰ ਭਾਰਤ ਨਹੀਂ ਲਿਆਂਦਾ ਜਾ ਸਕਿਆ। ਬਿ੍ਰਟੇਨ ਦੀ ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕੁਝ ਗੁਪਤ ਕਾਰਵਾਈ ਚੱਲ ਰਹੀ ਹੈ, ਜਿਸਦੇ ਪੂਰਾ ਹੋਣ ਤਕ ਉਸਦੀ ਭਾਰਤ ਹਵਾਲਗੀ ਸੰਭਵ ਨਹੀਂ ਹੈ।
