Chandigarh: Punjab Chief Minister Bhagwant Mann on Sunday sought the kind intervention of Union Home Minister Amit Shah and Union Education Minister Dharmendra Pradhan to prevent any change in the nature and character of the Panjab University.

“The state government vehemently opposes any such move of Government of India to examine the feasibility of converting Panjab University into a Central University” wrote the Chief Minister in a letter to Amit Shah and Dharmendra Pradhan.

The Chief Minister apprised both the leaders that State Government will not like any change in the nature and character of the University as it has an emotional place in the hearts of the people of Punjab on account of historical, cultural and provincial reasons. He bemoaned that from last some time, forces with certain vested interests have been trying to push the matter for change of status of Panjab University into a Central University. Bhagwant Mann reminded both the leaders that at the time of the reorganization of the State of Punjab in 1966, Panjab University was declared as an ‘Inter State Body Corporate’ under section 72(1) of the Punjab Reorganization Act 1966 enacted by the Parliament.

The Chief Minister said that this status was duly confirmed in several judgments passed by courts. He said that ever since its inception, the Panjab University has been continuously and uninterruptedly functioning in the State of Punjab. Bhagwant reminded that it was shifted from Lahore, the then capital of Punjab, to Hoshiarpur and then to Chandigarh the present capital of Punjab adding that at present 175 colleges of Punjab situated in the districts of Fazilka, Ferozepur, Hoshiarpur, Ludhiana, Moga, Sri Muktsar Sahib and S.B.S Nagar are affiliated with the Panjab University.

The Chief Minister asserted that entire territorial jurisdiction of Panjab University lies primarily in state of Panjab and Union territory of Chandigarh. He said that as per Sub-section (4) of Section 72 of the Punjab Reorganization Act, 1966, the maintenance deficit grants to the University were to be shared and paid by the States concerned, i.e., Punjab, Haryana, Himachal Pradesh and UT Administration of Chandigarh in the ratio of 20:20:20:40, respectively. However, Bhagwant Mann said that states of Haryana and Himachal Pradesh decided to withdraw from this sharing arrangement adding that Government of Haryana also withdrew the affiliation of its colleges from the Panjab University.

Thus, the Chief Minister said that from 1976 onwards, the State of Punjab and UT Administration of Chandigarh have borne the financial responsibility of paying maintenance deficit grants to the University in the ratio of 40:60 respectively. He said that despite the increased financial burden caused by withdrawal of Haryana and Himachal Pradesh and the creation of new universities in the State, Punjab has continued to support Panjab University to ensure that the historical and emotional attachment of the people of Punjab with the University is maintained and preserved. Bhagwant Mann said that Government of Punjab is presently giving Grant-in-Aid of Rs. 42 crore to the University annually besides the nearly Rs. 100 crore annually collected by the University from the affiliated colleges located in Punjab.

The Chief Minister said that Panjab University is a symbol of Punjab’s legacy and is synonymous with name of State. He said that the University caters only to the State of Punjab and its capital Chandigarh so there exists no reason to alter the character of the University into a central one.

Citing the history of the University, its constitution, its ethnic, socio-cultural and historical roots as well as its faculty and students who hail primarily from the State of Punjab, Bhagwant Mann said that it important that the present legal and administrative status of the Panjab University should be preserved by the Government of India. “Any decision to the contrary will not be acceptable to the people of Punjab”, he added.

Lambi: Barely ten days after a crushing defeat in Assembly elections, Shiromani Akali Dal patriarch and five-time chief minister Parkash Singh Badal, on Sunday visited his home turf Lambi constituency for thanksgiving visit.

“Such things happen in politics and he will continue to work for welfare of Punjab and its people,” Badal said during the visit.

Chandigarh: Punjab Chief Minister Bhagwant Mann on Thursday exhorted the top brass of state Civil and Police Administration to discharge their duties as public servant in the letter and spirit, thus respecting the massive mandate got by AAP in the recently concluded assembly polls.

Mann said, “Corrupt officers have no place in my government and if any such complaint comes to my notice, then don’t expect any sort of sympathy for such officers.”

Ensuring a corruption free government, Mann announced that his government would launch a WhatsApp number on coming March 23 on the martyrdom day of Shaheed-e-Azam Bhagat Singh exclusively for public to upload videos of corrupt officials demanding bribe for their day to day works or indulging in other malpractices so that such erring officials could be given an exemplary punishment.

Breaking the tradition, the Chief Minister also announced to reward both civil and police officers with ‘Best Performance Award’ quarterly for making the difference in the lives of common man at the grass roots level besides ensuring free and fair justice to one and all to boost their morale. Chandigarh: A day after Punjab Chief Minister Charanjit Singh Channi’s contentious statement against migrants, opposition has lashed out at Congress and Priyanka Gandhi.

Channi landed himself in controversy after his speech on February 15 in presence of Priyanka Gandhi Vadra at Rupnagar.

During the campaign Gandhi said that she doesn’t want to issue big statements, but the people of Punjab must identity their sisters, brothers, who are in front of them.

After Priyanka’s statement, CM Channi said,” Lets get together Punjabis. Bhaiyyas from UP, Bihar want to come here and rule, they will not be allowed to enter the state. Why will outsider rule Punjab,” he said.

Kapurthala: Punjab Chief Minister Charanjit Singh Channi on Thursday said that state of the art museum on name Bharat Ratna Baba Sahib Dr BR Ambedkar will act as a beacon for perpetuating the glorious legacy of Baba sahib amongst our coming generations.

Addressing the gathering after laying the foundation stone of museum and handing over job letters to youth in state level mega job fair here at IK Gujral Punjab Technical University, the Chief Minister said that the state government will spend Rs 150 crore on this prestigious project which will be a humble but befitting tribute to the iconic leader.

He said that this memorial will go a long in perpetuating the life and philosophy of this great leader who played a great role welfare of poorest of poor. This project will be a unique amalgamation of facts in the subjects pertaining to the life, work and philosophy of Dr. Ambedkar.

CM said that this aesthetically designed Museum will be spread over an area of 25 acre and will come up with an investment of about Rs 150 crores. He said that the museum will be divided into five zones with galleries showcasing life, philosophy, work, personal life and socio-economic impact of Baba Sahib’s philosophy.

Channi said that Indian Constitution was an outcome of Dr. Ambedkar’s hard work, dedication and vision adding that Babasaheb was not only leader of weaker sections but he represented the entire humanity.

Channi said that state government will adopt zero tolerance policy towards corruption for which youth needs to play a proactive role.

He said the state government is taking important initiatives in this direction and will soon set up Dr BR Ambedkar Institute of Management in collaboration with IIM, Amritsar at Kapurthala. Likewise, he said that School of Ambedkar thoughts and Bharat Ratna Dr Baba Sahib Ambedkar centre for Research in Inequality and Research will also be set up in Doaba region. Similarly, he said that work on two medical Colleges one at Kapurthala and other at Hoshiarpur will also start soon.

Announcing major development projects for Kapurthala, the Chief Minister said that a consolidated grant of Rs 10 crore will be given to Kapurthala along with Rs 4 crore for tackling power wires. He also announced that ITI will be made operational from this session only. Channi also announced a grant of Rs 10 crore for setting up ITI at Sultanpur lodhi.

ਸ਼ਿਮਲਾ : ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਅਤੇ ਸੀਨੀਅਰ ਕਾਂਗਰਸੀ ਨੇਤਾ ਵੀਰ ਭੱਦਰ ਸਿੰਘ ਦੀ ਕੋਵਿਡ -19 ਦੀਆਂ ਪੇਚੀਦਗੀਆਂ ਕਾਰਨ ਮੌਤ ਹੋ ਗਈ। ਉਹ 87 ਸਾਲ ਦੇ ਸਨ।ਕੋਵਿਡ -19 ਨਾਲ ਤਿੰਨ ਮਹੀਨਿਆਂ ਦੀ ਲੜਾਈ ਤੋਂ ਬਾਅਦ, ਉਹਨਾਂ ਦਾ ਸਵੇਰੇ 3.40 ਵਜੇ ਸ਼ਿਮਲਾ ਦੇ ਇੰਦਰਾ ਗਾਂਧੀ ਮੈਡੀਕਲ ਕਾਲਜ  ਹਸਪਤਾਲ ਵਿਚ ਦਿਹਾਂਤ ਹੋ ਗਿਆ। 12 ਅਪ੍ਰੈਲ ਨੂੰ ਵਾਇਰਸ ਲਈ ਸਕਾਰਾਤਮਕ ਟੈਸਟ ਕਰਨ ਤੋਂ ਬਾਅਦ, ਉਹਨਾਂ ਨੂੰ ਸ਼ਿਮਲਾ ਤੋਂ ਮੋਹਾਲੀ ਦੇ ਮੈਕਸ ਹਸਪਤਾਲ ਵਿੱਚ ਲਿਆਂਦਾ ਗਿਆ ਸੀ।

ਉਹ ਕੁਝ ਦਿਨਾਂ ਬਾਅਦ ਠੀਕ ਹੋ ਗਏ ਸਨ ਅਤੇ ਉਹਨਾਂ ਨੂੰ ਛੁੱਟੀ ਦੇ ਦਿੱਤੀ ਗਈ ਸੀ ਪਰ 30 ਅਪ੍ਰੈਲ ਨੂੰ ਉਹਨਾਂ ਨੂੰ ਆਕਸੀਜਨ ਲੈਵਲ ਦੇ ਘਟਣ ਕਾਰਨ ਦੁਬਾਰਾ ਹਸਪਤਾਲ ਦਾਖਲ ਹੋਣਾ ਪਿਆ। ਜੁਲਾਈ ਵਿਚ ਉਹਨਾਂ ਦੀ ਸਥਿਤੀ ਵਿਗੜ ਗਈ ਅਤੇ ਉਹਨਾਂ ਨੂੰ ਵੈਂਟੀਲੇਟਰ ਦੀ ਸਹਾਇਤਾ ਦਿੱਤੀ ਗਈ। ਉਹ ਪਹਿਲਾਂ ਦੋ ਵਾਰ ਕੋਵਿਡ ਤੋਂ ਸਫਲਤਾਪੂਰਵਕ ਠੀਕ ਹੋ ਗਏ ਸਨ। ਮੌਤ ਦੀ ਪੁਸ਼ਟੀ ਕਰਦਿਆਂ ਸੀਨੀਅਰ ਮੈਡੀਕਲ ਸੁਪਰਡੈਂਟ ਆਈ.ਜੀ.ਐਮ.ਸੀ ਡਾ. ਜਨਕ ਰਾਜ ਨੇ ਕਿਹਾ ਕਿ ਡਾਕਟਰਾਂ ਨੇ ਉਹਨਾਂ ਨੂੰ ਠੀਕ ਕਰਨ ਲਈ ਸਾਰੇ ਯਤਨ ਕੀਤੇ।

23 ਜੂਨ ਨੂੰ ਉਹਨਾਂ ਆਪਣਾ 87 ਵਾਂ ਜਨਮਦਿਨ ਮਨਾਇਆ ਸੀ। ਸਿੰਘ ਪਹਿਲਾਂ 28 ਸਾਲ ਦੀ ਉਮਰ ਵਿੱਚ ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਬਣੇ। ਨੌਂ ਵਾਰ ਦੇ ਵਿਧਾਇਕ ਅਤੇ ਪੰਜ ਵਾਰ ਸੰਸਦ ਮੈਂਬਰ ਸਿੰਘ ਨੇ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਵਜੋਂ 6 ਵਾਰ ਸੇਵਾ ਨਿਭਾਈ। ਸਿੰਘ ਮਾਰਚ 1998 ਤੋਂ ਮਾਰਚ 2003 ਤੱਕ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਵੀ ਰਹੇ।

ਚੰਡੀਗੜ੍ਹ- ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਅੱਜ ਭਗਤ ਕਬੀਰ ਜੀ ਦੀ ਜੈਅੰਤੀ ਮੌਕੇ ਕਈ ਅਹਿਮ ਐਲਾਨ ਕੀਤੇ। ਉਨ੍ਹਾਂ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਯੂਨੀਵਰਸਿਟੀ ਅੰਮਿ੍ਤਸਰ ਵਿਖੇ ਭਗਤ ਕਬੀਰ ਚੇਅਰ ਸਥਾਪਤ ਕਰਨ ਅਤੇ ਜਲੰਧਰ ‘ਚ ਭਗਤ ਕਬੀਰ ਭਵਨ ਦੇ ਵਿਕਾਸ ਲਈ 10 ਕਰੋੜ ਰੁਪਏ ਦੇਣ ਦਾ ਐਲਾਨ ਕੀਤਾ।

ਇਸ ਮੌਕੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਰਜ਼ਾ ਰਾਹਤ ਸਕੀਮ ਤਹਿਤ ਬੇਜ਼ਮੀਨੇ ਖੇਤ ਕਾਮਿਆਂ ਨੂੰ ਛੇਤੀ ਹੀ 560 ਕਰੋੜ ਰੁਪਏ ਦੀ ਰਾਹਤ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਦਾ ਐਲਾਨ ਵੀ ਕੀਤਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸੰਤ ਕਬੀਰ ਜੀ ਦੀ ਯਾਦ ਵਿਚ ਸਥਾਪਤ ਕੀਤੀ ਜਾਣ ਵਾਲੀ ਚੇਅਰ ਵੱਲੋਂ ਮਹਾਨ ਕਵੀ ਦੇ ਜੀਵਨ ਅਤੇ ਫਿਲਾਸਫ਼ੀ ਬਾਰੇ ਖੋਜ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਐਲਾਨ ਕੀਤਾ ਕਿ ਭਗਤ ਕਬੀਰ ਭਵਨ 0.77 ਏਕੜ ਰਕਬੇ ਵਿਚ ਬਣਾਇਆ ਜਾਵੇਗਾ ਜਿਸ ਵਿੱਚੋਂ 13000 ਸੁਕੇਅਰ ਫੁੱਟ ਕਵਰਡ ਰਕਬੇ ਵਿਚ 500 ਵਿਅਕਤੀਆਂ ਦੇ ਬੈਠਣ ਦੀ ਸਮਰੱਥਾ ਵਾਲਾ ਕਮਿਊਨਿਟੀ ਹਾਲ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 10 ਕਰੋੜ ਰੁਪਏ ਵਿਚੋਂ 3 ਕਰੋੜ ਰੁਪਏ ਭਵਨ ਦੇ ਨਿਰਮਾਣ ਉਤੇ ਜਦਕਿ 7 ਕਰੋੜ ਜ਼ਮੀਨ ਦੀ ਕੀਮਤ ‘ਤੇ ਖ਼ਰਚ ਕੀਤੇ ਜਾਣਗੇ।

ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਲੋਕਾਂ ਨੂੰ ਭਗਤ ਕਬੀਰ ਜੀ ਦੀਆਂ ਸਿੱਖਿਆਵਾਂ ਨੂੰ ਸਹੀ ਮਾਅਨਿਆਂ ਵਿਚ ਅਪਣਾਉਣ ਦਾ ਸੱਦਾ ਦਿੱਤਾ ਤਾਂ ਕਿ ਜਾਤ, ਰੰਗ, ਨਸਲ ਅਤੇ ਧਰਮ ਦੀਆਂ ਸੌੜੀਆਂ ਵਲਗਣਾਂ ਤੋਂ ਉੱਪਰ ਉੱਠ ਕੇ ਸਮਾਨਤਾਵਾਦੀ ਸਮਾਜ ਦੀ ਸਿਰਜਣਾ ਕੀਤੀ ਜਾ ਸਕੇ।

ਇਸ ਮੌਕੇ ਉਨ੍ਹਾਂ ਭਗਤ ਕਬੀਰ ਜੀ ਦੀ ਫਿਲਾਸਫ਼ੀ ‘ਤੇ ਚਲਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਵੱਲੋਂ ਕਮਜ਼ੋਰ ਤਬਕਿਆਂ ਲਈ ਚਲਾਈਆਂ ਵੱਖ-ਵੱਖ ਭਲਾਈ ਸਕੀਮ ਦਾ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ। ਇਨ੍ਹਾਂ ਸਕੀਮਾਂ ਵਿਚ ਸਮਾਰਟ ਰਾਸ਼ਨ ਕਾਰਡ ਸਕੀਮ, ਆਸ਼ੀਰਵਾਦ ਸਕੀਮ, ਸ਼ਗਨ ਸਕੀਮ ਅਤੇ ਬੁਢਾਪਾ ਤੇ ਵਿਧਵਾ ਪੈਨਸ਼ਨ ਸ਼ਾਮਲ ਹਨ। ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਸਕੀਮਾਂ ਤਹਿਤ ਰਾਸ਼ੀ ਵਿਚ ਵੀ ਵਾਧਾ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਪਹਿਲੀ ਜੁਲਾਈ, 2021 ਤੋਂ ਪੈਨਸ਼ਨ ਦੀ ਰਾਸ਼ੀ 750 ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 1500 ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਕੋਵਿਡ ਮਹਾਮਾਰੀ ਦੌਰਾਨ ਵਿਦਿਆਰਥੀਆਂ ਖ਼ਾਸ ਕਰ ਕੇ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਨਾਲ ਸਬੰਧਤ 80 ਫ਼ੀਸਦੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਮਦਦ ਲਈ ਆਪਣੀ ਸਰਕਾਰ ਦੀ ਵਚਨਬੱਧਤਾ ਤਹਿਤ 1.75 ਲੱਖ ਲੜਕੇ-ਲੜਕੀਆਂ ਨੂੰ ਸਮਾਰਟਫੋਨ ਮੁਹੱਈਆ ਕਰਵਾਏ ਗਏ ਅਤੇ 2 ਲੱਖ ਹੋਰ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਇਸ ਸਾਲ ਫੋਨ ਦਿੱਤੇ ਜਾਣੇ ਹਨ।

ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਤੇ ਪੱਛੜੀਆਂ ਸ਼੍ਰੇਣੀਆਂ ਕਾਰਪੋਰੇਸ਼ਨ ਦੇ 50,000 ਰੁਪਏ ਤਕ ਦੇ ਸਾਰੇ ਕਰਜ਼ੇ ਮਾਫ਼ ਕਰ ਦਿੱਤੇ ਗਏ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਦੇ ਘਰਾਂ ਨੂੰ 200 ਯੂਨਿਟ ਬਿਜਲੀ ਦੀ ਸਹੂਲਤ ਮੁਫ਼ਤ ਮੁਹੱਈਆ ਕਰਵਾਈ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਐਡਹਾਕ ‘ਤੇ ਕੰਮ ਕਰ ਰਹੇ 4700 ਤੋਂ ਵੱਧ ਸਫ਼ਾਈ ਕਰਮਚਾਰੀਆਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਛੇਤੀ ਹੀ ਰੈਗੂਲਰ ਕੀਤੀ ਜਾਣਗੀਆਂ ਜਿਸ ਨੂੰ ਮੰਤਰੀ ਮੰਡਲ ਆਪਣੀ ਪ੍ਰਵਾਨਗੀ ਪਹਿਲਾਂ ਹੀ ਦੇ ਚੁੱਕਾ ਹੈ।
