Vancouver: The governments of Canada and Quebec are strengthening their collaboration to accelerate housing construction and support community development.

“Too many families in Quebec are still looking for a home that meets their needs. Municipalities need reliable, well‑adapted infrastructure to make that possible. By working closely with the Government of Quebec, we’re creating the conditions to speed up homebuilding, remove barriers, and deliver real solutions for communities.”  Said  Gregor Robertson, Minister of Housing and Infrastructure.

In order to ensure the harmonized deployment of Build Canada Homes in Quebec, in line with its priorities and jurisdictions, the governments of Canada and Quebec have signed a memorandum of understanding to guide their collaboration. Through a joint Collaboration Table, the two governments will work together to fund affordable housing projects aligned with shared priorities, simplify and accelerate approval processes, and ensure better coordination between government, municipal, and community partners.

The Government of Canada announced a $6 billion pan Canadian envelope for the Canada Housing Infrastructure Fund (CHIF) to accelerate the construction and upgrading of infrastructure that is essential for housing: drinking water supply, wastewater treatment, stormwater management, and certain solid waste solutions.

“The agreement announced  a major step forward in housing. It is significant and fully respects Quebec’s jurisdiction, priorities, and legislative framework. ”said Caroline Proulx, Minister Responsible for Housing and Minister Responsible for the Status of Women.

Recognizing that accelerating residential construction necessarily requires major infrastructure investments, the two governments also announced the signing of the Agreement on the Canada Housing Infrastructure Fund (CHIF). Under this agreement, the federal government will invest nearly $1 billion, which Quebec will be able to use in accordance with its guidelines and territorial needs to modernize and develop essential infrastructure—particularly in the areas of drinking water, wastewater, and stormwater—necessary for the completion of new housing projects.

CHIF helps communities secure the infrastructure capacity needed to support more housing and increase density. Funding can be invested in projects that improve drinking water, wastewater and stormwater infrastructure, as well as initiatives to preserve existing capacity, enhance network reliability, or implement waste diversion measures to reduce landfilling.

“This agreement with the Government of Québec represents a significant milestone as we move to launch the ASFCP for individuals. Collecting firearms is already a part of the work performed by local police services. The funding announced today ensures that police in Quebec will have the resources necessary to gather prohibited firearms under the compensation program without impacting other policing priorities. ”said Minister  Gary Anandasangaree.

The objective behind this collaboration is to support individual firearms owners, who wish to participate in the ASFCP before the end of the amnesty period, on October 30, 2026. After this date, individuals who remain in possession of these prohibited firearms will be non-compliant with legislation.

The federal funding of up to $12.4 million will cover the costs incurred by Québec for coordinating the collection of eligible firearms in its jurisdiction.

“In regards with firearms control, Québec supports the program developed by the federal government and welcomes any initiative that contributes to advance this objective. Implementing this program is a step in the right direction for safer communities. With this funding, Québec will have the necessary financial resources to take part in the implementation of this program that will offer compensation to eligible firearms owners in return for turning in or deactivating their prohibited firearms. ” said Ian Lafrenière, Québec Minister, who is also  responsible for elations with the First Nations and the Inuit.

Over 12,000 prohibited firearms were successfully collected from businesses, before the program closed on April 30, 2025. More than $22 million in compensation has been provided to businesses from across the country. The program will re-open to eligible businesses in early 2026, allowing them to submit a claim for firearms and devices prohibited in May 2020, December 2024 or March 2025 and select associated parts and components.

As part of its long-standing commitment to tackling gun violence in Canadian communities, the Government of Canada has banned more than 2,500 makes and models of assault-style firearms since May 2020.The ASFCP  was developed to provide compensation for eligible businesses and individuals who own these prohibited firearms and devices and participate in the program.

To support Canada’s continued economic growth, the Government of Canada is focused on building a strong, resilient workforce in all sectors through the implementation of the Temporary Foreign Worker (TFW) Program Quebec Pilot Project, and the introduction of province-restricted open work permits for foreign nationals selected for permanent residence by Quebec.

Minister of Employment, Workforce Development and Disability Inclusion, Carla Qualtrough, and the Minister of Immigration, Refugees and Citizenship, Sean Fraser, announced a planned implementation of the next phase of the pilot project—the inclusion of National Occupational Classification (NOC) skill level C occupations (known as intermediate-skilled work) into the Traitement Simplifié. This facilitated process will allow for additional flexibilities for Quebec employers under the TFW Program to address their labour needs. Previously, the Traitement Simplifié included only higher skilled occupations. This measure will be implemented on May 24, 2022, finalizing the implementation of Traitement Simplifié in Quebec.

The introduction of lower-skilled occupations into the Traitement Simplifié will not affect the already established worker protections for those currently under the Program. In addition, these worker protections will now also apply to all low-wage positions — meaning those with wages below the Quebec median wage, applying under Traitement Simplifié, no matter the skill level (0, A, B or C) — in order to further strengthen the protection of TFWs’ rights in Quebec.

The pilot project for employers in Quebec will run until December 31, 2023. The Government of Canada will continue to monitor the outcomes of this pilot project to help evaluate future decisions.

In addition, Canada will move forward with issuing work permits to foreign nationals selected for permanent residence by Quebec.
