Chandigarh: Punjab’s agriculture and farmers Welfare Minister Kuldeep Singh Dhaliwal on Sunday said that withdraw the red entries ordered by the central government to the farmers of the state for stubble burning and a notification has been issued in this regard.

He said that the orders to make red entry against Khasra Number of revenue record issued by the central institution National Green of the land concerned Tribunal (NGT) in it’s letter issued on October 4, 2022, have been withdrawn. Instructions have been issued, he said.

Dhaliwal said that the red entry in the land record is not in the interest of the farmers of the state. He said that due to the red entry, the farmers would have been deprived of taking loans, government facilities and subsidies etc.

Talking about alternative methods of stubble management, the Cabinet Minister further said that the Indian Agricultural Research Institute has developed a radical solution for stubble burning in the form of a bio-enzyme called Pusa. He said that when sprayed, this enzyme, in 20-25 days it destroys the stubble and turns it into compost, further it also helps in improving the soil quality. He said that the practice of stubble burning, which has been going on for many years, in which stubble is set on fire to clear the fields before planting the next crop, should be stopped by adopting alternative methods.

The Agriculture Minister further said that the Punjab government is already serious about this and in the current year till now 19393 machines have been given to the farmers on subsidy for stubble management, while in last four years 90433 machines were given to the farmers. He said that a total of 109815 machines are available with the farmers of the state. He said that according to the satellite information of November 26, 2022, during the years 2020, 2021 and 2022, from September 15 to November 26, 76619, 71122 and 49876 cases of stubble burning have been registered respectively, which is 30 percent less than last year. He said that if the central government gives assistance to the farmers equal to the expenditure incurred on stubble management, then it will be possible to get rid of this problem permanently.

New Delhi: Delhi’s air quality dropped to ‘poor’ category from ‘very poor’ category on Sunday as stubble burning cases in Punjab declined on Saturday.

According to the Central Pollution Control Board, Delhi’s air quality index was recorded at 295 at 9 am.

Farm fires in Punjab dropped from 3,916 on Friday to 2,467 on Saturday, according to data from the Indian Agricultural Research Institute. Stubble burning took place at a record level in Punjab on Friday.

New Delhi: Delhi Chief Minister Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann held a press conference today and said that we are responsible for stubble burning in Punjab.

“We don’t want to do politics in this matter. The rest of the state and central governments should come forward so that the matter can be resolved. The air in Delhi has become very bad, people are having trouble breathing. There are many aspects to it and it is the problem of the whole of North India.”

The Delhi Chief Minister said that there is a seawear condition in Delhi, Charkhi Dadri, Jind, Manesar, Faridabad. The Aam Aadmi Party is not responsible for this. The air of one state does not remain in one state, for this the central government will have to take steps. We have governments in Punjab and Delhi. This is not the time to raise a finger or each other.

Arvind Kejriwal said that they keep saying Kejriwal is responsible, we kept saying that he is responsible, this will not lead to a solution. We believe that stubble burning is burning in Punjab and farmers are not responsible for it. We and our government are responsible.

It has been six months since our government. It takes very little time. We have done a lot of work. There was success in some steps, not much success. Stubble burning will be very less by next year, but we do not want to do a blame game, we are responsible, he said.

Arvind Kejriwal has also announced that schools up to fifth will remain closed from tomorrow. All outdoor activities will be stopped for children of classes above fifth. Odd-even will also be started. This is under consideration.

Punjab Chief Minister Bhagwant Mann said that farmers themselves do not want to burn stubble. There is a difference of ten-twelve days between paddy and wheat crops. In such a situation, they only have the option of burning. We arranged more than one lakh machines. Panchayats were made aware. 124 villages called the panchayat and passed a resolution that they will not burn stubble, but if it is burning, then we are taking responsibility.

Bhagwant Mann said that there is no shortage of farmers getting money for crops. We proudly say that record paddy was produced. In such a situation, that much stubble will also come. We inaugurated the bio-plant. It will lift 47,000 acres of stubble, but in Punjab, paddy is cultivated on 75 lakh acres. More such plants are needed. We can resolve it by November next year. We have tried a lot while taking responsibility, but it is not the responsibility of any one. The whole of North India has a problem.

SAS Nagar: Punjab Government and the Punjab Pollution Control Board today honoured 150 progressive farmers from across the state who did not set fire to stubble for the last five years in an impressive function organised at Kisan Vikas Chamber, SAS Nagar here today.

Speaker Punjab Vidhan Sabha Kultar Singh Sandhawan said that when people come forward to stop any bad practice then the result comes out. He said that the farmer heroes who came to the event proved that farming can be done even following the teachings of Baba Nanak.

He appealed to the farmers not to set the stubble on fire so that the environment of Punjab can be made clean and pollution free. He informed that burning of crop residue causes damage to other micro-organisms present in the upper layer of the soil as well as its organic quality. Due to the loss of ‘friendly’ pests, the wrath of ‘enemy’ pests has increased and as a result, crops are more prone to disease.

While addressing the event on this occasion, Gurmeet Singh Meet Hayer, Cabinet Minister, said that it is a matter of happiness that farmers are giving up stubble burning, accepting the message being given by the Punjab government.

He said that due to pollution, not only the lungs are damaged, many other types of health diseases affect the human being. He also expressed his happiness that the young generation is becoming aware and under the green campaign, they are now participating more in the planting campaign and trees are being planted in large quantities. He said that due to the campaign of the Punjab government, Mini Forests are being set up at various places in Punjab

In this ceremony, the experts of the Agriculture Department sensitize the public present in function about ill effects of stubble burning, its alternative methods and about the efforts being made by the government to control the same. In this ceremony, a Nukad Natak was performed by the artists illustrating the effects of pollution caused by the burning of stubble on our health and the environment. During the function, the progressive farmers also shared their experiences with the audience regarding the benefits of not burning the residue to paddy like increased fertility of soil and less requirement of fertilizers etc.

Chandigarh: The Punjab government has taken a U-turn on the issue of red entry in the revenue records of farmers for burning stubble. Chief Secretary Vijay Kumar Janjua, during a meeting with the Deputy Commissioners on September 23, had issued orders to apprise farmers of the losses incurred due to red entry in the revenue records of the farmers who burn stubble.

After facing strong opposing from the farmers over this decision of ‘Red Entry’, the government has started backtracking. Agriculture Minister Kuldeep Singh Dhaliwal has said that the Punjab government will neither issue any challan to the farmers who burn stubble at present nor will there be a red entry in the revenue records. He said that the farmers will be sensitised and made aware with campaigns by the authorities concerned.

Dhaliwal said it was everyone’s duty to save the environment of the state. The government will now refrain from taking any drastic step against the farmers. At present, the government is trying to pacify the farmers who are angry over the pollution of stubble. The Bharatiya Kisan Union (Ugrahan) has already registered its protest over the government’s red entry drive. Farmer leaders have said that the government should provide financial assistance for stubble management. Farmers are forced to burn stubble.

The farmer leaders had warned that the union would not sit quietly if the government took any step against the farmers who were forced to burn stubble.

This is the first paddy crop of the AAP government’s tenure and stubble pollution becomes an issue during the paddy season itself. Recently, the Punjab government had sent a scheme to the Central Government to provide financial assistance of Rs 2500 per acre to the farmers.

The central government had refused to add Rs 1,500 per acre to the scheme. Now the farmer parties are saying that if the Center has not agreed, then the Punjab government and the Delhi government should give compensation of Rs 1,000 per acre to the farmers.

New Delhi: In the new report of the Lancet Commission on Pollution and Health, it has been said that in the year 2019, 9 million people died due to pollution all over the world, in which India was the worst.

In India alone 23 lakh people lost their lives due to pollution. The stubble burning is also attributed to a major cause of rising pollution.

Many more shocking revelations have been made in this report, which shows how pollution is killing people by entering their bodies like slow poison. It has also been told in this report that the worst level of pollution is in the cities of North India.

Pollution causes the death of 90 lakh people every year

In this report of Lancet, data has been taken from a report of Global Burden of Disease, in which it has been told that about 9 million people are dying every year due to pollution but the worst condition is in India. .

 

1 million premature deaths every year in India

Every year about one million people die in India due to pollution, but the highest death occurred in the year 2019 when pollution became the reason for the death of 23 lakh people. Although the death rate due to household pollution such as burning fuel in the house or the pollution present in the water consumed in the house has decreased in the last few years, however, industrial pollution and stubble burning have increased many toxins and chemicals in the air, which increases the pollution in the air gigantly.

This study also revealed that more than 90% of the people who died due to pollution lived in low-income or middle-income countries. India is at the top of these countries where 23 lakh people died and at number two is China where about 21 lakh people died.

It has also been told in this report that the death due to pollution also had an effect on GDP. The report also mentions pollution-reducing measures by the government, including the Pradhan Mantri Ujjwala Yojana, in which gas is provided as fuel to the poor and women in villages.

Pollution is increasing the most in North India

Regarding the increasing pollution in India, a US research group also said in its study that pollution is very high in many cities of North India and about 480 million (480 million) people living in these cities face the world’s worst pollution level. Huh.

Pollution reached alarming levels in Delhi

In September last year, the Energy Policy Institute of the University of Chicago had also said in a report that if Delhi’s pollution comes up to the WHO guidelines, then the life of people living here can increase by 10 years.

India has an average of 70.3 µg/m air pollutant which represents the highest pollution in the world. According to WHO guidelines, the concentration of particles in the air, i.e. pollutants, should be only 10 µg/m.

New Delhi: The Punjab and Delhi governments have joined hands to combat stubble burning by managing the straw in the fields by spraying Pusa bio decomposer on 5000 acres in Punjab as a pilot project.

In a press statement, Punjab Agriculture and Farmers’ Welfare Minister Kuldeep Singh Dhaliwal said that high-level meetings were held in New Delhi on the issue. Earlier in the day, Dhaliwal had met Delhi Chief Minister Arvind Kejriwal regarding the management of the pollution caused by stubble burning in New Delhi who assured full support to him. Later, he held deliberations with Delhi’s Agriculture Minister Gopal Roy. He said that this project would be done jointly by the governments of both states.

The Agriculture Minister said that under the process, Pusa bio decomposer will be sprayed on the stubble following which the stubble gets mixed in the soil hence the farmers will not need to burn the stubble. He said that the Punjab government has made adequate preparations to prevent the pollution caused by paddy stubble under which types of equipment are being provided to the farmers on subsidy, awareness drives and surveillance teams have been formed in all districts.

Targeting Union Government for turning down cash incentive proposal to farmers for not burning stubble, he called the step anti-farmer, anti-Punjab and said that the state government had proposed to give Rs 2,500 per acre to paddy growers suggesting that the Centre will pay Rs 1,500 per acre while Rs 1,000 per acre will be borne by Punjab and Delhi governments. He said that a massive awareness drive would be launched in the rural belt of Punjab comprising officials of Rural Development and Panchayat, PPCB, and others to persuade farmers to manage the stubble.

Dhaliwal urged the farmers to give fulsome support to the government to protect our land, air, and water from pollution so that our future generations can enjoy a lean environment.
